In accordance to the Budget Law for 2010, the government has approved this amount of the state guarantees for loans. Loans are expected to involve a state-owned enterprise finance infrastructure projects, including the issuance of bonds, but the structure and currency of borrowings in the document is not specified.

The government also approved a draft of the guarantee agreement, the agreement on trust management, subscription agreement and asked the Finance Minister to sign them with the relevant financial institutions.
